Vice President for Business Development, Public Sector, Mastercard

Leo serves as Vice President for Business Development in Public Sector at Mastercard and oversees public sector business in Mainland China. Before he joined Mastercard, he served as government affairs director at Standard Chartered Bank (China) Limited. He drove the bank’s strategy and efforts in market access, and helped the bank achieved many market-first milestones. Before Standard Chartered, he ran a start-up consulting firm with his partner, serving MNC clients in China. Prior to that, he worked at Veolia, a world leader in environment services headquartered in Paris, where he helped the company to develop its China strategy and influence the government policies. Leo started his career at Hill and Knowlton, and provided government relations and crisis management consulting for Chinese governments and MNCs, including Beijing Olympic Organizing Committee, Rio Tinto, BP, P&G, Pepsi, etc. Leo obtained his bachelor’s and master’s degrees from Renmin University, both with a major in international relations.
